libathemecore: service_t.conf_table is now a static member instead of a pointer
this means that the service conf table is guaranteed to exist and is managed by
the service base class constructor/destructor.
i think this is cleaner, because in reality, we have never ever formally supported
creating a service without a config-entry table.
