 Fixed bug with matching case-sensitive custom smileys. It happened because string compare does not support -exact.
It replaced it with static -nocase because in this check is only a workaround for a bug in tcl with elicit. We want to make sure that there is nothing embdeded on sides or something like that, not if the two things are exactly the same. That is done already.

-Got rid of RegisterPlugin (dummy function now as a backwards compability) b/c if we load the plugin, it's gonna be registered anyways. Might as well do it from the core only when the plugin was loaded successfully.
-got rid of knownplugins as it was duplicated by loadplugins and *_cfg for unloaded
-plugins() now holds info to plugins that is indexed by name instead of the index #
-god rid of found as you can use the plugins array straight
-"::plugins::getInfo plugin param" is a new proc for getting info for a plugin as it is called in pluginginfo.xml
-other things I don't remember
